The Empire Basics 48/4500 and 68/4500 paintball tanks are great carbon fiber tanks for the price!  Both of these paintball tanks are carbon fiber and offer a quality regulator with a fixed output pressure of 800 psi.  These tanks are much lighter weight than aluminum and are the cheapest carbon fiber tanks offered on the market!
